They are especially felt in the development of economic relations in the country and the development of private business among business entities and various organized private structures. This situation also applies to the State Sanitary and Epidemiological Service in the matter of regulation of social relations arising in the field of sanitary and epidemiological well-being, in the field of economic activity. The Sanitary and Epidemiological Service is one of the organizations that is required to participate in the opening of any facility after its construction or reconstruction.

I would like to focus on such an issue as opening a new retail outlet (shop, kiosk, tent) or a catering facility (cafe, bar, snack bar, etc.).

What should a person who has decided to start their own business, namely to open a food store or a catering establishment, do? What issues and issues is the State Sanitary and Epidemiological Service involved in solving?

The region is governed by development rules, which are a regulatory legal act that sets out the general procedure for planning, development and other use of territories and individual land plots for the territories and settlements of the region. The Sanitary and Epidemiological Service, as one of the state supervisory organizations, participates in the approval of the choice of land for the construction or reconstruction of an object, including when placing a small (seasonal, takeaway) outlet. It also approves the design and estimate documentation for construction (reconstruction) and participates in the commissioning of the facility. The facility can be considered commissioned and start operating if the act of the state (technical) commission is signed and approved. Without the signature of the act by representatives of state supervisory authorities, including a representative of the state sanitary and epidemiological service, the operation of the facility is not allowed.

The operation of the facilities without a permit from the sanitary and epidemiological service is not only a violation of the law, but these facilities are dangerous if they do not comply with the requirements of sanitary regulations and can lead to the emergence of infectious diseases among the population of the region. Based on the above explanations, the regional sanitary and epidemiological service appeals to all persons, institutions, organizations intending to organize their own business by building new facilities, reconstructing or re-equipping existing ones, to comply with and faithfully fulfill all the statutory regulatory requirements related to the rules of construction in our region and the threat of an epidemic situation.
