Regarding the installation of telephones for privileged categories of the population
Paragraph 2 of CMU Resolution No. 256 of March 4, 2002 “On Approval of the Procedure for Financing Local Budget Expenditures for Measures to Implement State Programs of Social Protection of the Population at the Expense of Subventions from the State Budget” entrusts the Department of Labor and Social Protection of the Population with maintaining personalized records of recipients by type of benefits for war and labor veterans and other specified categories, and increases the maximum number of departments (2-1).
The procedure and conditions for the provision of public telecommunication services, including the installation of telephones, are determined by the Laws of Ukraine "On Telecommunications", "On the Status of War Veterans, Guarantees of Their Social Protection", "On the Fundamentals of Social Protection of Disabled Persons in Ukraine" and other relevant regulations, in particular the Rules for Providing and Receiving Telecommunication Services approved by the Cabinet of Ministers of Ukraine on August 9, 2005, No. 720.
To install a telephone, a consumer must apply to the telecommunications shop at the place of residence with a corresponding application and provide a passport with a residence permit and privilege documents, if he or she enjoys privileges. Based on these documents, the application will be registered and, if technically possible, approved. When technically possible, applications are satisfied according to the priority list. If the applicant lives in an apartment without a residence permit, the consumer must provide the telecommunications company with a document of ownership of the apartment. After that, his or her application will be taken into account in a separate register and satisfied provided that there is no queue among citizens with a permanent residence permit. It is possible to install a second phone number in an apartment if it is technically possible and there are no unsatisfied applications for telephone installation in the area of the automatic telephone exchange.
Payment for telephone installation is made in accordance with the Maximum tariffs for basic communication services. Pursuant to Article 64(3) of the Law of Ukraine "On Telecommunications", certain categories of citizens are provided with services on a preferential basis by telecommunications companies in accordance with the current legislation, with the related costs covered by the state and local budgets and funds of relevant funds and enterprises.
If the applicant does not have the first priority to install a telephone, and there are no technical possibilities to satisfy his application according to the priority, he may be entitled to conclude an out-of-priority agreement on the provision of telecommunication services with the Kirovograd branch of Ukrtelecom OJSC; if technically feasible, he may, subject to investment in the construction of a telecommunications network to which the consumer's terminal equipment is connected, as provided for in paragraph 4 of Article 64 of the Law of Ukraine On Telecommunications, purchase an option of Ukrtelecom.
At the same time, based on the current possibilities, namely the fact that in the cities of the region there is a technical possibility of providing the population with wireless telephone communication, Intertelecom LLC offers users a modern and inexpensive way to get telephone communication. It is an operator that provides local and mobile communication services in CDMA format. The total cost of telephoning a subscriber is only UAH 600 (installation of the terminal - 380 UAH; connection to the network - 220 UAH).
